Minutes of the Meeting of Lockton Parish Council held on Monday May 16th 2011 at 7.30pm in Lockton Village Hall


Present: Cllrs. Chester Brown, Liz Stead, Jennifer Halmshaw, David Stewart & Chris King. Also Kath Broadbent & Maggie Farey. Clerk Jackie Edenbrow.

The Parish meeting was not required.

Annual General Meeting.

A1105/01 Appointment of Officers
All the Councillors signed the Parish Councillor Declaration forms and book. Jennifer Halmshaw proposed that Chester Brown remained as Chairman & Liz Stead seconded this. Liz Stead said that she would prefer to stand down as vice-chairman. Liz Stead proposed that Jennifer Halmshaw was vice-chairman & David Stewart seconded this. Chester Brown signed a Parish Chairman Declaration form.

These were agreed & signed as a true record.

1203/04 Matters arising/ ongoing:
/01 Village well / village seat
The listed building consent for the renewal of stone at the well has now been granted. The Clerk has already spoken to David Stephenson to say that work can start on the seat. The Clerk will now write to David Stephenson & the stone waller regarding the conditions set by the NYMNP & how they will receive payment. There is still money available for some work in the pinfold.
/02 Bus stop hard standing
Graham Cockerill has started work on the hard standings & will finish during this week.
/03 Tree damage opposite cemetery
Paul Harris has sent the official letter so say that the tree in the Howl which is within the conservation area can be felled. The Clerk will contact David Bayes to ask him to fell this tree and the tree opposite the cemetery. The Clerk will also ask David Bayes to advise on the state of some of the smaller trees on the front row opposite the cemetery.
/04 Kerbing
It was decided not to ask our County Councillor & Highways manager to attend a meeting at this stage. 
/05 Grass cutting opt-out including insurance/risk assessment
David Stewart had arranged for the Clerk to receive an insurance quote but the Council’s insurance would cover any contractor paid directly by the Council as he would be regarded as an employee.David Stewart would try to get a risk assessment for grass cutting. The Clerk will email NYCC to confirm that we wished to continue to opt out.

Membership has generally gone up 3% but ours has been reduced as there are now less than 200 electors in the Parish & the prices are banded depending on the number of electors.

/09 Rural Action Yorkshire – Participatory budgeting – event notice

/10 Raising Cycling in Ryedale – loss of Community Projects Officer at RDC
Concerns have been raised by this group that the Community Projects Officer has been made redundant by RDC. However at this time, there will unfortunately have to be some redundancies to save money. 
/11 Defra – Governance arrangements for National Parks – consultation
Views are requested on the various proposed changes to the governance of National Parks. The proposed changes were discussed & the Clerk will email with the decisions reached. Duncan Gledhill left the meeting.
/12 Timber Freight Quality Partnership – timber transport routes consultation 
Views on the transport routes in our area were requested. As timber lorries do not come through the village but only travel on the A169, there was no problem in our area. The Clerk will email this comment.
/13 HM Revenue & Customs – VAT refund
The Vat for March 2011 – Feb 2012 has been refunded. To file.
/14 Natwest – business accounts

As the Clerk had had to order some computer inks recently, the offer had been received.
/17 A Bury – bollard
Adrian Bury was concerned about a bollard on Back Lane marking a recently repaired grating. The Clerk had emailed that this is being monitored by NYCC & will eventually be removed.

The listed building consent for this has already been given & this application had just been held up for the bat survey. The parking arrangements by the garage have been amended. The Clerk to email that there are no objections.

 1203/08 New Business
/01 Another anonymous letter
Jason & Laura Winspear have received another anonymous letter which the Councillors read. Jason has reported this to the Police. 
/02 Benches in village
Robert Birmingham has some spare benches which he will give to the village. Various sites for them were discussed. Jennifer Halmshaw will see Robert about these.
/03 Christmas tree in village.
It has been suggested that there should be a village Christmas tree. There is no site really suitable within the village and no supply for any lights. 
/04 Tree in village hall garden
Colin Culley has offered to assist with pruning the damaged tree in the village hall garden. Jennifer Halmshaw will arrange for Ray Halmshaw & Colin Culley to carry out the work. Then it would be possible to see if a new tree was required.
/05 Planning requirements for solar panels
Concerns have been raised regarding when solar panels can be installed within the conservation area and whether planning is required. Solar panels have been installed on a barn at Grange Farm. The Clerk will make enquiries with the planning department.
1203/09 Date of next meeting
The next meeting which will also be the annual Parish Meeting & AGM will be on May 14th at 7.30pm.

1202/01 Apologies

1202/02 Declaration of interests 
The Parish Council had an interest in the planning item 1202/07/02 as this application was from the Parish Council.

1202/04 Matters arising/ ongoing:
/01 Village well / village seat
The listed building application has now been posted and the date for determination is mid March. The Clerk has completed the grant acceptance form as previously agreed and this has yet to be signed & returned by NYMNP. When this is received, the Clerk will advise David Stephenson that he can start work on the seat. When this and the listed building consent are given, then he can also start work on the well and the Clerk can advise the walling contractor to go ahead. There is still money available for some work in the pinfold.
/02 Bus stop hard standing
The Clerk had spoken to Alan Sawdon regarding the hard standing but he has not given a quote. As time is running out, it was decided to ask Graham Cockerill to carry out the work. Clerk to ring him.
/03 Tree damage opposite cemetery
Paul Harris has not responded so he probably hasn’t been in the area yet. The Clerk will follow this up in a week or so & ask him if he can look at the tree before our next meeting.
/04 Kerbing
The response from Pete Wilson at NYCC is that the inspector will monitor this & keep it in a safe state. C.Cllr Janet Sanderson has discussed this with Richard Marr & he has replied that the inspector will carry out remedial work when the weather improves. In his email to Janet, he said that he would be willing to attend a meeting to discuss this and any other matters. It was decided that he & Janet would be asked during the summer months when it is light & they can have a walk round the trouble spots before the meeting
1202/05 Correspondence:
/01 NYMNP – Southern Area Parish Forum agenda
This meeting was cancelled due to bad weather & has not yet been rescheduled. Richard Marr was due to attend to discuss potholes etc. an there was to have been a potash update. Jennifer & Jackie will attend any meeting arranged.
/02 NYMNP – Application for exempted camp site at Fox & Rabbit
There was concern regarding road safety issues and the increase in exempted camp sites in the Parish. Even though it was after the response date, it was felt that the Clerk should email with the concerns.
/03 NYMNP – Arts workshops in moors villages
Clair Shields from NYMNP had emailed with details of a free art workshop funded by the LEADER programme for any moors Parish interested. The Clerk had discussed this with local artist Sue Slack who was willing to assist with this. So the Clerk had emailed that Lockton would be interested.
/04 RDC – The Ryedale Plan – local plan strategy publication
As our planning is controlled by NYMNP, this isn’t really relevant to Lockton.
/05 RDC – Electoral roll for 2012

/06 RDC – Policy for allocation of new homes bonus
It was noted that £8529 is to be allocated to Thornton ward with more details on what this will fund due in April.
/07 NYCC – grass cutting remittance advice
This year this had not been paid automatically. The Clerk had queried why this had not been paid & had had to send in an invoice to claim the payment. To file.
/08 NYCC – urban grass cutting 2012
NYCC have now taken out a new contract for all grass cutting at a lower price. This will be paid to opted out Councils in 2013/4 with 2012/13 still at the current price. However to remain opted out, NYCC require a risk assessment & copy of the contractor’s insurance. As contractors had not done a good job in the past, it was decided that the Clerk would get a quote for the insurance to see if this was less than the payment from NYCC. David Stewart asked for details to be emailed to him & he would also try to get a quote. Our grass cutter would still need to cut the church yard, cemetery, village hall & the verges from the village sign past the cemetery to the A169.

There had been a complaint that there was no grit in the bin at the top of Hudgin Lane. Clerk to ask for it to be refilled.

There had been a complaint about parking around the village hall to youth hostel area, but parking is a problem in many parts of the village. A note will be put in the next Cryer.

There were no objections but there were concerns regarding the parking. It was considered that there was not enough space for parking to the left of the farm & that the parking within the grounds could be better placed. Clerk to email.

Chester Brown declared an interest in this application. There were no objections to this application. Clerk to email.

1201/08 New Business

/01 Queen’s Jubilee

Jennifer Halmshaw asked if the Parish Council should organise an event to mark the Queen’s Jubilee. It was decided not to arrange an event. The possibility of having Jubilee mugs for the children was discussed but no decision was made.

/02 Christmas Cards

Jennifer Halmshaw asked for views on having a page in the Cryer next Christmas with greetings from anyone interested in donating to St Catherine’s Hospice rather than sending Christmas cards round the village. It was decided that there could be some interest in this so a ‘bit’ would be put in the next Cryer.

/01 Village well / village seat
The listed building consent is still to be sent shortly. We have not yet received an up to date quote from David Stephenson. The Clerk has mentioned the listed building consent to the owners of the adjacent properties.
/02 Bus stop hard standing
Clerk has still to get a quote from Alan Sawdon.
/03 Tree damage opposite cemetery
Paul Harris has looked at the tree and it has various defects and should be felled. He recommends that the rest should be inspected as other work might be needed. He was not asked to look at the tree in the Howl so the Clerk will ask him about this. When we know about this as well, we will need to get a quote from David Bayes for the work.
/04 Kerbing
Clerk has still to post the letter requesting an inspection of the kerbing.
/05 Precept for 2012 / 2013 including whether to make a charitable donation
A review of the current position of the Council’s finances was discussed. Yet again, the annual expenditure exceeded income by several hundred pounds. As the Council needed to keep some reserves for the expected extra expenditure on hard standings and tree work, it was decided that the precept needed to rise gradually over the next few years so that income and expenditure were more equal. It was decided to raise the precept by £200 each year until this occurred with a review each year as usual. So the precept requested for this year was £2050. The appropriate form was completed and the Clerk will sent this to RDC. A discussion then followed on whether to give a charity donation. As item 1112/05 /08 indicates, a donation request has been received from Ryedale Citizens Advice Bureau. It was decided that this was a suitable organization to support again and a donation of £50 would be given. This would be signed at the next meeting. The precept decision will be explained in the next Cryer.
1112/05 Correspondence:
/01 NYMNP – Draft Housing Development Plan including comments form
The main change involves the percentage of affordable housing which must be built in a larger development. This does not really affect Lockton. So there are no further comments to make.
/02 NYCC – Highways & Transportation survey
This was from NYCC not RDC as on the agenda. The survey was completed following discussions. The Clerk will post.

/01 Village well / pinfold / village seat
It was decided to not carry out any work at the pinfold for the time being as the grant would not cover this. The well needs listed building consent. Clair Shields from NYMNP had sent the appropriate forms & these were signed. The Clerk has asked David Stephenson for an up to date price for the seat.
/02 Bus stop hard standing
Graham Cockerill has quoted £950 - £1000 for two hard standings. It was decided to continue with this project. The Clerk should get another quote.
/03 Barclays – change of signatories
This has been set up at last.
/04 Tree damage opposite cemetery
Paul Harris from NYMNP will come & inspect this in the next couple of weeks.
/05 Kerbing
The Clerk will now write to NYCC about this.

Ray Halmshaw is now ready to set up the minutes from April 2011 on the heritage web site. The Clerk will email these & put a bit in the Cryer that these are now available to view.

It was felt that there was only one tree which was badly damaged. Ray Halmshaw would help to clear this during winter.

Jennifer & Jackie had attended this. There had been updates on forestry design and the Park’s finances, and a review of the Park’s management plan.

It would appear that every Councillor should have completed these forms in May not just the new Councillor. The Councillors completed the forms & the Clerk will post them.

/07 NYCC – Road markings on the A169
The letter from NYCC states that there have not been enough accidents on the A169 for the road markings to be changed. The Councillors still think that the current road markings are not satisfactory. 
/08 NYCC –home library & information service
This email gives details of the home library service available now that there is no mobile service. Details to be put in the next Cryer.
/09 YLCA – subscription fees for 2012 / 2013  
These will increase by 3% next year.
/10 Ryedale Voluntary Action – Vodafone rural mobile phone coverage trial
Vodafone are looking for 12 communities to take part in a rural coverage trial. The Clerk will reply that Lockton is interested.
/11 Playsafety Ltd – play area safety inspection report
This will be passed to the play area committee. The springies are in need of some maintenance.
/12 Nat West – business deposit accounts
The accounts provide better interest rates but require over £5000 to be invested over longer periods.

1110/08 New Business
/02 Parking – on pavements, on verges outside the village, large agricultural equipment
It was agreed to move this item to the start of the meeting.
There have been complaints from several residents living in various parts of the village about the parking of large vehicles on the pavement & on the verges outside the village. Jason Winspear said that he was now aware of the concerns regarding parking on the pavements & would now try to avoid this but this would make the road even narrower. It was wondered if there was any additional room in the village but Jason said that he had made some enquiries but no one had spare space. Also in the immediate future, it was near the end of the busy contracting season so there would be less movement of vehicles. There was concern that Jason had received several anonymous letters and Councillors read his latest letter. The Parish Council would not respond to any anonymous letters. 
Jason was thanked for attending the meeting and he left.
It was decided that a note should be put in the next Cryer regarding the way residents contacted the Parish Council. All requests for an item to be discussed at a meeting should be sent in writing to the Clerk & signed. 

1110/04 Matters arising/ ongoing:
/01 Village well / pinfold / village seat
NYMNP have now got a quote of £1800 for the stone work at the well. This probably means that there would be little money left for the pinfold. Their suggestion for the pinfold is to gravel the area. This was considered to be a suitable solution. Clerk to get some quotes for gravel. The grant for the seat would start in January 2012 so there will not be a delay.. 
/02 Bus stop hard standing

/03 Barclays – change of signatories 
There still has been no response. Clerk to phone again.
/04 Storage for mower
The shed has now been installed at the play area. Tony Edenbrow will move the mowers there when he has constructed a ramp. There were offers of wood if needed.

Ongoing.
/06 Japanese knotweed
Rona Charles from NYMNP has advised that the NYMNP are unable to carry out control of this but would let us know if any colleagues could advise us.
/07 Kerbing
Clerk had not written to NYCC yet as work is currently being done to the wall next to the pavement and much of the pavement is obscured.
/08 Parish Council website
Ray Halmshaw & Clerk had visited RDC and had a demonstration of the website on offer to Parish Councils. After some discussion, it was decided to initially set the minutes up on the heritage website and to monitor any resident’s comments. If more information was needed to go online then the RDC website would be considered in the future. Clerk to email David Henderson at RDC to let him know our decision.

NYMNP has arranged for a stonemason to look at the stonework at the well & recommends replacement. This will need listed building consent. David Stephenson has requoted for the railings. NYMNP prefer repair of the railings not replacement. NYMNP are to get details of cost.
/02 Legacy of Barbara Blackburn – village seat
Clerk to email to ask when the new year starts for this work & whether we should start looking into this work now.
/03 Bus stop hard standing
Clerk has spoken to Stuart Warriner about work being carried out on a hardstanding from his field. He is happy for this to continue. Clerk to get quotes for the tarmacing work.

The mower is currently being stored at Jean Kell’s. Clerk has obtained two quotes for suitable sheds. The Shamrock Sheds quote is lower & other groups in the village have been happy with sheds bought from them. Clerk to order a shed from Shamrock Sheds.

The state of the kerbing at the side of Old Barn Cottage is in urgent need of repair. Kerbing was one item which Highways said they would only repair if it was dangerous. Clerk to write to Highways.

Clair Shields has emailed that the preferred option is to repair the railings. She was going to ask a blacksmith near Coxwold who had done similar work but the Clerk had emailed back that we had our own blacksmith in Lockton. She has since arranged a visit to see David Stephenson. David has sent in a quote & he has given us a copy. Jennifer said that it would be nice if the stone covering the well could be replaced by a grill while work is being carried out. Clerk will email regarding this.

The Clerk still has not seen Stuart Warriner regarding working from his field but will do this before the next meeting.

The audit form has now been sent off. David has spoken to an accountant who says that as the Clerk is paid below tax thresholds that we are not liable for taxation.

The forms have been sent off but there has not yet been a reply to confirm the change. The Clerk has some problems with banking at Barclays and wondered if the bank could be changed to Yorkshire. It was felt that if the conditions were the same & it would be easier for the Clerk, then this would be considered at the next meeting.
 /07 Renewal of Parish Plan
The Clerk had emailed Maggie Farey with details of the decision not to proceed with a renewal of the Parish Plan and giving the reasons behind this decision. Maggie replied that she agreed with our decision. 

1108/04 Correspondence: 
/01 NYMNP – Joint Parish Forum meeting – agenda
Jennifer & the Clerk had been to this Parish Forum. The main meeting had been discussing different projects to bring broadband to Parishes and the financial cuts that the National Park are facing.
/05 NYMNP - Moor to Sea cycle route extension
This item was incorrectly put under RDC on the agenda.
This email details the extension of the cycle route which passes through Lockton. Concerns regarding the safety of the crossing were again raised. The Clerk will write to NYCC Highways regarding this. She will also raise this at the next Parish Forum.  
/02 RDC – Polling District, Polling Places & Polling Stations review
It was felt that the current position was adequate for Lockton.
/03 RDC – Recycling of plastic bottles & cardboard

Jennifer had a meeting with Kath & Aby Broadbent in the village hall for them to view the minutes for the last five years. Jennifer raised the issue of publishing this year’s minutes & agendas online so that these can be viewed at any time. Ray Halmshaw would look into including them on the Lockton & Levisham website. 
 /02 Mower storage
The mower has been stored in Mark Cunningham’s garage for the last few years. This has now become dangerous. Various options were discussed. Initially, the Clerk will ask Jean Kell if it would be possible to store it in one of her outbuildings. For the long term, it was suggested that a shed should be purchased & placed at the play area. The Clerk will get some quotes for a shed.
 /03 Trees near the Brow
It has been noticed that some trees have been cut down in one of the gardens on the brow but no permissions have been received from NYMNP. Clerk to email to make enquiries.
 /04 Road at the Levisham turning
A request has been made for the Parish Council to try to get the strip of road opposite the bottom of Hudgin Lane closed to avoid cars speeding across the junction. This request has been refused earlier & now this strip is used by Yorkshire Water for parking when attending to the sewage works.

Clair Shields at NYMNP is looking at whether the railings/stonework at the well can be repaired or should be replaced.

Clerk has emailed that we will accept the offer of help in 2012.
 /03 Bus stop hard standing
This work cannot be undertaken while Stuart has cows in the field. Clerk to see Stuart to check that the fencing can be removed for the work to take place. Then she will arrange for a quote.
 /04 Drainpipe from Box Tree Barn into pinfold
The drainpipe into the pinfold has not been moved yet. Chester will ask the owner of Box Tree Barn again to move the drainpipe.
 /05 Audit 2011
Steve Broadbent has carried out the internal audit & has found no problems. Section 2 of the audit was checked and completed & Chester & the Clerk signed this. Clerk to post this by July 4th.
 /06 Leaning gravestone at cemetery
The gravestone fell over during high winds so no further action is required. While on this subject, the Clerk asked if gravel could be purchased to fill the gravestones with surrounds to suppress the weeds & cut down on the strimming. This was agreed.
 /07 Kerbing of green near Rock Cottage
Sebastian & Margaret Yorke have supplied photos of the setts that they would like to put around the verge outside their house. These are like the setts around the green by the chestnut tree. Whilst the Councillors were satisfied with the type of setts, it was felt that they would not solve the problem of cars driving on to the verge. This is obvious on the green. Also concerns were raised that Sebastian should discuss this with Steve Broadbent next door as it could affect the access to his drive. Clerk to email.
 /08 Planning at Horcum View
An email has been received from Gina Matthias stating that they will remove the summer house and would replace the side gate with another wooden one.

The appropriate forms were signed. Jennifer will have to go to the bank with some identity. Clerk to post the rest of the forms.
 /10 Renewal of Parish Plan
The piece in the Cryer had only had one response from Aby Broadbent. No Councillor felt that they had time to work on a new Parish Plan. The action points from the original Parish Plan were each discussed and it was felt that either the action points had either been achieved or were outside the control of the Council. The only point still outstanding was the cricket pavilion. Kath Broadbent gave her views on the Parish Clerk and the lack of community spirit within the village, including the lack of anyone on the Council prepared to carry out work within the village. It was felt that if Aby was keen to carry out such jobs, then she should put a bit in the next Cryer asking for volunteers. Clerk to email.
 /11 Insurance renewal
The quote from Zurich compares well with Aon & so as it is cheaper, the Clerk has agreed to this. The payment did not have to be made immediately so the cheque can be signed later in the meeting.

1105/03 Renewal of Parish Plan
Maggie told the Councillors about her new role working part-time for RDC supporting four Parish Councils within the old Dales & Ebberston wards who wish to update their Parish Plans. It is now over six years since Lockton did the Parish Plan and a Plan is usually considered to have a five year life. So Maggie would like Lockton to be included within the four Parishes that she will work with. Maggie thanked the Councillors for their time and hoped to hear our views shortly after we had had time to discuss the issue.

A letter has been received from Clair Shields at NYMNP to say that they will help fund both these projects within the heritage part of the LEADER project. She will be in touch shortly.
 /02 Legacy of Barbara Blackburn – village seat
The funds for this type of project within the LEADER project have already been allocated for 2011/1. If we are prepared to wait until April 2012, then this project will also be helped. within the LEADER project. Clerk to email that we will accept the offer of help in 2012.

The drainpipe into the pinfold has not been moved yet. Chester will ask the owner of Box Tree Barn again to move the drainpipe.

The details on section one of the audit based on the annual accounts was checked and signed by Chester and Clerk. The Clerk will now give all the Parish Council minutes/accounts etc to Stephen Broadbent for him to carry out the internal audit prior to our next meeting.

 /07 Insurance renewal
A quote has also been received from Zurich, the other main Parish Council insurer, which is over 10% cheaper than the Aon quote. As this was only received this afternoon the Clerk has not had chance to check it. It was decided that if the quote from Zurich gave exactly the same cover as Aon then we should change insurers. As this was due on June 1st then the payment would be made between meetings if required.

/01 NYMNP – Southern area Parish Forum - agenda 
Jennifer & Jackie had attended this meeting. There had been a discussion their about Councils buying grit & volunteers carrying out pavement gritting. As it was stated that grit bins would still be filled & paid for by NYCC then there was no need for Lockton to pay for any additional grit.
 /02 NYMNP – National Park Parish Member Elections
The election of a Parish member for NYMNP will take place shortly. No Councillor wished to be nominated.

Sebastian is concerned about how traffic is running onto the verge outside his house. He would like to repair the verge & put stones around the verge. Concerns were expressed about what was meant by stones – was this kerbing or just rocks. Also concerns were raised about the appearance of the verges if just one was kerbed.  /12 Gina Matthias – enquiry regarding replacement of gate & collection of stone
Clerk had responded to this request for information. Enquiries regarding a replacement gate should be directed to NYMNP. Also it was permissible to collect any of their broken stone wall from Parish Council land.

The minutes for the last two years have to be given to Stephen Broadbent to carry out the internal audit. So a meeting will not be possible for the next month. Clerk has emailed Aby regarding this and a meeting will be arranged at the next Council meeting.
 /14 Sandra Culley – state of conifers in the garden outside the village hall
Councillors are aware that the snow last winter damaged some of the conifers. Remedial work will be carried out in the autumn when weather conditions are more suitable. Clerk to email.

 /01 Grass cutting at village hall
As the village hall mower is no longer working, Tony Edenbrow is now cutting this village hall garden as well and so there will no longer need to be a grass cutting payment for the village hall.
 /02 Repainting of village sign
Tony Edenbrow has offered to repaint the village sign if the Parish Council will pay for the paint. This was agreed.
 /03 Superfast broadband in North Yorkshire
There was an article about this in the Moors Messenger. Clerk to email to show an interest.
 /04 Rental agreement for car park area near the Pantry
A new agreement needs to be made with Robert Birmingham for this area. It was agreed that this agreement should stipulate that the area was for parking only not for additional seating. Clerk to arrange.
 /05 Renewed Parish Plan
This was now discussed and generally it was felt that the benefits from doing another Parish Plan would not justify the amount of time and work which was required. Clerk would email Maggie and put a bit in the next Cryer to see if there was any interest within the village for volunteers. This would then be discussed at the next Council meeting.

The Clerk had a meeting with Richard Marr, NYCC Highways – Cllr Ron Haigh didn’t come as he thought the meeting was a week later. Richard said that our cheapest option was for us to arrange for the work & just to let him know when this would happen. The work should be completed from the field side not road side to avoid the extra cost of any road management. Richard gave the specification which would be required for the hard standing. It was decided to delay further discussion until the next meeting when Jennifer would be there. Clerk to ask Graham Cockerill if he would be interested in doing the work.

Stephen Broadbent has agreed to be our internal auditor again. The Clerk has always been self employed but from April 2011, the Council should operate a PAYE & NI scheme. As the Clerk is not paid for the hours worked, only a payment twice yearly, it was not known if this would apply to Lockton. David asked for a copy of the correspondence and he would check with an accountant.

The Council had not been aware of any rumours regarding the bus no longer stopping at the lane end.

The grass-cutter has reported that there is a gravestone on the first row of the Methodist end which is leaning badly. The clerk will put a note on the gate to report that the Council will have to take action. The Clerk will also ask Graham Cockerill if he would be able to carry out the work to make it stable.
